This occurs when a PR3 or PR4 is used in 'stand-alone' mode.
Digitrax uses CV128 to turn the motor drive off in a Digitrax sound decoder
allowing testing the sounds only with the power available from the PR3/4.
The PR3/4 (Stand-Alone) toggles CV128 automatically; it is not user or JMRI
controllable. Any other brand decoder that uses CV128 is subject to
unintended programming of CV128.

This is a known issue with some Digitrax programming hardware. The value of
CV128 (often but not always master volume) is reset to 0 in certain
circumstances. Others with Digitrax knowledge can explain the details.
