Are you trying to do this (use a track and separate DC locomotive on the output of the decoder) as a temporary thing while testing/programming the decoder? Or do you want to do it more permanently?
If it¡¯s temporary, you might be better off using a different type of load to test decoders. There are commercial decoder tester that provide a load, or you could wire up a space motor (not a locomotive, just an electric motor) or a resistor or light bulb if you have an appropriate one.
If it¡¯s permanent, then you should buy/build some driver electronics that will connect between the decoder and the track to protect the decoder. That¡¯ll look somewhat like the output stage of a booster, which has protection built in for the various things that can do wrong.
