If I understand correctly, the consist of your commuter train never changes.? If that's true, assign the cars to a Kernel.? Look under 'Cars' - 'Set Cars.'?

I think I would set the station tracks as type Staging, and specify in the track edit screen which trains can use those tracks.? This way you can specify that only 'Track 1' accepts the commuter train, only 'Track 2,' or both.?

Just my thoughts.? I'm sure there are multiple solutions.
