I agree with Dave S, you can have multiple LE panels for the same area, but
pick one as the master (usually a logical view is best here) and then you
can make multiple physical views. But as said all the LE panels must
describe the same relationship of the parts.
One idea some have tried is where the panel is just rotated. Well that works
right for the geometry, but any labels on the panel need different
treatment.
