A lot of the constraints in Layout Editor no longer exist. There are have been a lot of changes in the last couple of years.
Here is a CTC panel created using Layout Editor:

The ¡°Layout Editor¡± was, originally, for setting up the logical connection of track, turnouts, signals, blocks, etc.. In being a logical editor, which understood track connectedness (hence the red/green squares), it could automatically add rules, such as signals changing aspect based on turnout direction, or track occupancy.
It is used by many as a method to directly control their model, but it has some constraints.
The ¡°Panel Editor¡± (and its close brother the ¡°Control Panel Editor¡±) provide full graphical control over a panel, you can put whatever you want on a panel, any number of times. All the graphical elements can be replaced with your own if you wish. But any rules about how two items (eg. a turnout and a signal) relate to each other have to be described elsewhere.
It is legitimate (and sometimes very sensible) to use both; the layout editor to setup all the rules for signalling and track, and the panel editor to produce the actual panels to be used by operators.

When I have been adding new track or turnout icons to my panel, the red boxes on the ends of the icons turn green when they are connected together, does that help determine which editor I am using?
