The problem is that both LH463 and LH479 had SIDNEY EAST C as the user name.
I changed LH479 to be SIDNEY WEST C.
This also affected the corresponding SSL. I changed one of them to SIDNEY
WEST C to make them unique. The Sidney SSL will need to be reviewed and
fixed if necessary.

Tonight I tried to open the attached panel pro XML file and it is showing
parsing error. I looked with an editor and could not see the duplicate
listing for "Sidney East C" Any help would be welcome. My next step is
rebuild the panel. I have uploaded the XML to the CTC folder.
