You could also keep the laptop with XP, and upgrade the Java to 1.8.0_161 (as I recall). Without lots of memory, the newer Windows struggle a bit.??
Although the XP is a security risk if connected to the internet so it is strongly suggested not to go online, updates can still be done by off-line installing using a USB memory stick (download on a different computer, properly updated with protection).
I have my IBM ThinkPad T20 on XP, and have installed JMRI 4.13.5 so far (not my main computer, not seldom comes out of its bag).?
