Reset the decoder or just program it to 3 using dcc system handheld?
Make sure engine runs. Then just use jmri to change the address.
If same thing happens hopefully someone else will have a solution for you

I go through the program per the DCC Guys instructions.? When done, I take the locomotive down to the layout and attempt to run.? Nothing happens, no lights and no forward or reverse movement!?

I understand because of my lack of even knowing what to ask you, your abilities to help me are limited.? Can you make suggestions on what to check?
