Stan,? if you got the Belkin router operating at your layout, how would you connect it to your layout? I would think that you would still need some type of device (computer, Pi, etc) to link your command station to the Belkin router. I think you best bet is to get a cheap wireless device (old computer, etc) so that you can connect (via USB) your command station to the "device" and let the device connect via wireless to your main computer downstairs.? Craigslist should have a lot of older and cheap computers with wifi that can serve as your upstairs connection point.
