I don¡¯t have much experience with Throttles.
I created a new one and the xml file is a bit different. The fourth line no longer has a border=¡°??" attribute. You might try carefully editing the xml file and remove that content. Since you are running windows, do not use notepad or something like Word. You might try wordpad. Make a backup first.

I uploaded ¡°Throttle 2072318¡± and ¡°Throttle 072318¡± files to the ProblemsBeingWorkedOn area. Other throttle files that were created and saved also failed to re-launch and gave the same error message. I cannot find any mention of the problem in JMRI literature, except to edit the basic Java code, which is over my head. Is it in my setup or the v. 4.12 application?
