The first thing is to ensure that you have reinstalled the SiLabs CP210x drivers from the SiLabs website:

and that the driver is loading and at which COM port (a Windows reinstall will quite likely change this).
Please check the above and then
- Tell us what jumpers you have on the NCE USB.
- Start JMRI, immediately go to the Help->System Console menu item and click on "Copy to Clipboard". Paste this into a post for us all to see. Without a Console Log we are advising blind - we can tell a lot from the console log.

I recently had my PC restored by a low level format and then upgraded to Windows 8 (from Vista). I downloaded the JMRI version 4.6 and started using the WiThrottle right away with no issue. I later tried to program a Wowsound v4 decoder and was not able to read it. I then realized service mode programmer and operations mode programmer were in red and the program is stuck in "edit only" mode. I have a NCE Powercab and USB interface. I also have the NCE auto switch to provide me with a dedicated programming track. Any help is greatly appreciated.
