Is it possible that this is related to the serial chipset and you need a new cable.

There are lots of ways that hardware flow control can fail silently: Bad cable connection, USB-serial adapter not implementing the control leads or doing them at a low voltage, driver not implementing them, etc. When that happens, lowering the speed removes (or reduces) the need for flow control and the connection starts working again.
