Yes they have had code free ham licenses for years and did not have disincentive licensing....

.....which has sparked the spectacular growth of Ham Radio and the associated electronics business...

I've heard not long ago that Japan was actually the largest amateur radio
market in the world with significantly more amateurs than the US.

This might bear looking into.
