It’s just volume. Whistle,
say a long ‘fiiiiiive’, white noise; all good. Just drive it as hard as you can.
You don’t need an RF meter of any sort to set idle current.

For the idle current adjustment all I need is an rf meter
and an ammeter. That’s ok.
For the power adjustments, when you say “saturate the mic
with audio” - white noise or whistling? Does audio frequency matter, or is it
just the volume?
