The exception would if there is an antenna inballance or low voltage. You need 14+volts for the highest output. The ALC has nothing to do with power output unless you over drive the radio in AM or SSB. Then the ALC will limit PO to prevent damage to the radio.? The manual is crowded with stuff and difficult to understand in places (I have to read some passages at least 3 times).
