Fw: Ofcom questionaire and independence for Cornwall

Subject: Ofcom questionaire and independence for Cornwall Dear All, Please read and forward to as many licensed amateurs as you know. RSGB held its regular meeting with Occam last Thursday and, as you will know, Occam attended the Convention at the weekend. Feedback from those events is that · Only 300 or so people have responded to the consultation document so far. ( this is now over 1000 ) · Occam will be relying heavily on the volume and content of the responses as evidence of what the amateur radio community feels about the proposals. Whilst we published some explanatory notes on the website soon after the document was released, it is apparent that many amateurs have not yet read the document which is far from straightforward in several places. We are thus today publishing further guidance together with suggested responses to the key questions www.rsgb.org/ocguidance There is now just one week before Ofcom’s consultation period ends (20th October) and time is thus of the essence. This note is to ask for your personal support as follows. · Please make sure that you respond to Occam. · Please make personal contact with your DRMs and ask them to make contact this week with the chairman of the clubs in their area and urge them to encourage their members to respond. Attention will be drawn to this issue in the clubs newsletter that is published today but that will not be sufficient in many cases to raise awareness. · Please make use of any other contacts you may have to spread the word. In addition here is more information that needs to be examined along with the above and your comments should be forwarded. http://www.cornishman.co.uk/Hayle-local-radio-amateur-leads-way-Cornwall/story-23182956-detail/story.html Please complete the questionnaire and make your voice heard. Fw: RSGB Clubs Newsletter - November 2014
Sent: Monday, October 13, 2014 at 2:10 PM From: RSGB To: g3trf@... Subject: RSGB Clubs Newsletter - November 2014 The very latest RSGB and Club News from this month's RadCom View this email in your browser RSGB Clubs Newsletter November 2014 Please find below a link to the November 2014 RSGB Clubs Newsletter, which as always we hope you find useful and informative. RSGB Clubs Newsletter November 2014 (13-page/750KB PDF) 73 Mark Allgar, M1MPA Commercial Manager Radio Society of Great Britain ---------------------------------------------- Ofcom Licence review – URGENT and IMPORTANT The RSGB held its regular meeting with Ofcom last Thursday and, as you will know, Ofcom attended the Convention at the weekend. Feedback from those events is that - Only 300 or so people have responded to the consultation document so far. Ofcom will be relying heavily on the volume and content of the responses as evidence of what the amateur radio community feels about the proposals. Whilst we published some explanatory notes on the website soon after the document was released, it is apparent that many amateurs have not yet read the document which is far from straightforward in several places. Whilst the questions posed by Ofcom appear simple, there are various important points that may not be entirely obvious on first reading of the document. We are thus today publishing further guidance together with suggested responses to the key questions www.rsgb.org/ocguidance. There is now just one week before Ofcom’s consultation period ends (20 October) and thus time is of the essence. Please encourage all members of your club to respond by the deadline using the form in the link above. ---------------------------------------------- Special Event Promotion Working Group In support of the RSGB’s desire to identify how best to promote amateur radio to recruit newcomers to the hobby a work group is being set up to identify best practice when running special events open to members of the public. The focal point of this Special Event Promotion Working Group will be a Yahoo discussion forum where members will be encouraged to share their experiences and approaches organising and running special events with the aim of developing guides, resources, recommendations and a set of ‘best practices’ for all UK Clubs to share. This working group needs your support and all UK clubs and societies are encouraged to participate to share their approaches to organising public events, what works well, and what doesn’t work so well. RSGB and affiliated club members are welcome to join the Yahoo Group ‘RSGB_Inspire’—https://groups.yahoo.com/neo/groups/rsgb_inspire/info—to take part in the discussion. For more information please see page 8 of the October issue of Radcom. ---------------------------------------------- Club of the Year 2014 Clubs will see from the newsletter that we are, once again, inviting applications for the Club of the Year competition, sponsored by Waters and Stanton. From reports received, it appears that, in the past, smaller clubs may have been deterred from entering the contest. To ensure a “level playing field” we have thus divided the competition into two segments based on the number of club members—less than 25, and 25 and over. We will also give weight to entries that are supportive of young people. The judging criteria are as follows: Membership age profile How successful has the club been in encouraging “new blood” into membership, particularly younger people? Training and Advancement of members What initiatives has the club taken during the year to develop the skills and interests of their members? Additional credit will be given for initiatives that the club is undertaking for the first time and/or are “out of the ordinary” Spectrum use How active is the club on the air and what new activities have been undertaken during the year? Outreach and promotion What outreach activity has the club undertaken to promote amateur radio? Success stories An opportunity for the club to report on any activity not covered above that they are proud of I hope that as many clubs as possible will enter this year. PME Earth Supplies and RF Earthing
Following my quering of the current RSGB Guidence on PME Supplies and RF earthing , There will be shortly be amended guidence leaflet. I've queried the document on several points, Current network repair guidence, changes to Part P reporting, etc For Those that dont Understand Uk Earthing there are 3 Earth systems currently in use TT - No supplier Earth, Local Earth provided by Earth Stake/rod, supply must be fed from a RCD TN-S Neutral and Phase supplied seperately,Earth is outer of supply Cable- This used to the main type of Installation TN-C-S or PME Phase, Neutral and Earth combined on single conductor, - This is main earthing system now in use, The Combined earth Neutral should be spiked at several points along the supply All new supplies are PME unless conditions or Location mean a TT is applicable The problem now is all network repairs are done with TN-C-S or PEN Cable, so you could have TN-S at your cutout, but 6 foot outside you could be jointed with PEN. So now it's wise to assume you have a PME connection unless there is definite proof otherwise. The problem with a TN-C-S (PME) supply is if the Neutral fails and you have a RF earth,Your RF earth will take the Full Load current of your house and possibly several neighbours Houses. It's rare but can Happen So if you have a Rf earth it should be able to carry the full load current, There are ways to minimise the risk ie additional earth rod at your point of supply ,but your Rf earth must be connected to this point and still be in suitable sized cable to BS7671, But if you have a additional Rod this becomes reportable under part P and must be Installed by a approved electrician or you need to notify Building control yourself and pay the testing. Or you could convert your shack to tt, but all earth supplies in this room, Including pipes and services must be isolated from the main earth by 2m, not always possible, Again if you do this it's reportable work. If you have a shack in a outbuilding, then it should be a TT supply, again this is reportable work. As you can see what started off as a simple exercise, now becomes a minefield. Ian 2E0IJH

Fw: AMATEUR RADIO DISPLAY
Sent: Thursday, October 02, 2014 at 3:15 PM From: "keithlbird@..." To: No recipient address Subject: AMATEUR RADIO DISPLAY Hi all, I've just returned from an event hosted by the Tonbridge & Malling Seniors forum at the Angel Centre in Tonbridge, where the West Kent ARS had a display table of amateur radio. Most of the other tables were health/age related groups, apart from the Lions and U3A who were activity related. I've been asked if I would arrange the same for a similar event in Snodland on Tuesday the 14th Oct. While I can provide the display material, I would like another with me to speak with visitors to our table. I'm hoping that someone will volunteer to help staff the demo table with myself. Times and location to be confirmed. Please get in touch with me if you or a club member would be interested. 73 Keith

Overall, 112 responses were received. Analysis of the responses revealed, as expected, a wide range of different opinions. Some of the proposals were very popular, some were unpopular and some had no clear majority for or against. The results of the analysis were considered at the recent Contest Committee meeting and after a discussion on every proposal, a collection of changes were agreed. Since the meeting, the Committee has been hard at work refining the agreed changes and drafting the revised rules for 2015. Some of the rule decisions are: * Addition of 40m to the 80m SSB AFS Contest (making it dual band 80m and 40m) * Splitting the Single Operator category into Assisted and Unassisted in the: - Commonwealth (BERU) Contest - 21/28MHz Contest - 1st 1.8MHz Contest - 2nd 1.8MHz Contest * Removal of QSO restrictions in the 1st and 2nd 1.8MHz Contests. This means non-UK stations can now work other non-UK stations: UK stations can work anybody * No change to the timing or duration of 80m AFS (CW & SSB) Contests * Station Inspection clause for all HF contests added * Equipment (rig/antenna) declaration clause added * Adherence to RSGB Band Plans clause to be clarified. Once all of the new/altered rules have been reviewed, the complete set of contest rules for 2015 will be compiled and posted on the Contest Committee website. The target date for this is the RSGB Convention in October. ACCESSING HISTORICAL CONTEST DATA (by Quin G3WRR) Readers may wish to note that the CC website has been updated to make access to the historical record of contest results easier. To access the results for a given contest in a particular year, go the the current year's results for that contest, and click on the target year shown in red on the line under the contest title at the top of the page. It is planned to extend the historical record further back im time (currently 1997 for VHF contests and 2000 for HF ones) in due course. IMPORTANT OFCOM CONSULTATION (by Quin G3WRR) Many readers will already be aware that Ofcom has issued a consultation proposing the update of all classes of amateur licence, covering a number of aspects. The one that seems /.to have roused the most interest relates to the need to use the Regional Secondary Locator -RSL - (i.e. the M, W, etc in GM, GW, etc). This impacts the hobby in a number of ways, in which contesting is certainly one. Readers are encouraged to read the consultation document carefully and respond to it (responses can be made on-line, by e-mail or by post). The document is available at the following URL: http://stakeholders.ofcom.org.uk/consultations/amateur-radio-licence/ or by clicking here. The closing date for comments is 20 October 2014. Following discussions with Ofcom at the pre-consultation phase, the RSGB conducted Litmus Tests on a number of the aspects covered, and responded to Ofcom accordingly. The results of this activity are shown at the following URL: http://rsgb.org/main/rsgb-consultations/consultation-archive/ofcom-consultations/licence-review-preparation/ or by clicking here. You may find it helpful to read these before composing your own reply - and don't forget that the more people reply, the better chance there is of us contesters being listened to! AND FINALLY Some readers may have got as far as the "And Finally" paragraph at the end of last month's Newsletter. For the benefit of these worthy souls, there is a mildly amusing follow-up, which carries a lesson that may be worth remembering. Son of WRR and I finally fixed the generator (a problem with the low oil level sensor). On reaching our site, I complacently started it...or tried to. Zilch. Choke on, no dice. Choke off, ditto. Check fuel line - fine: fuel getting to carb - and all over me... After 10 minutes getting coated in unsavoury hydrocarbons, retire for tea and a serious cogitate. Once topped up with tannin, remember to turn on ignition and try again...starts first time. Hum ho...lesson - check the obvious things before diving in too deep... See you next month - good contesting! 73, Quin G3WRR For RSGB Contest Committee You have received this email because you have subscribed to the CC Newsletter. Contesting
The club recently entered the 144mhz Trophy contest scoring over 100 qso's with good contacts to Germany and France, The question is how do we Improve on this? Firstly Operators The contest was Operated by myself with help from Nick G4ZXI- how do we encourage more Operators? Training If we encorage more opps, we need to do training evenings on the equipment, logging and operating, operating a contest is very different from a raqchew, it can be fast and very brief It's possible on 2m to end up with a pile up of a contact a minuet key points there call sign, the correct siginal report and there locator, all 3 can lose or gain you points A vhf contest is mainly scored one point per km, so the correct locator square is critical The kit can be heavy and cubersome to set up, But what we have access to between myself and trevor is capable of serious power and qso's When else can you play with high power VHF, large arrays, and contest grade rigs?
