The Palm compatible devices only run the Palm OS and the Windows CE
devices only run the Windows CE OS.
As far as your interoperability question, I suspect that to send the
message to you municipality, you will need a POP3/IMAP4 complaint mail
program such as Outlook, Outlook Express, Eudora, or one of the many
others. Programs that support RF based message transfer normally do not
support corporate messaging standards.

In as much as I do not take these polls too seriously, I would rather
see a discussion on what are the pros and cons of each system.
For example, I just recently acquired a Palm IIIe. I presume that it
can run either Palm OS or Windows CE or both. What are the
advantages of one over the other? If I am in an emergency situation,
and I have downloaded an e-mail from a pactor board from an HF
terminal, what is the best software for transferring that message
onto a LAN that is being operated by the municipality that I am
working with? Can I use my YAPP? my PKPakRATT? WF1B software? Log
Windows? Writelog?
It is very difficult to make an informed decision when one is
ignorant of the factors, and this sort of poll is not helpful.
What do the experts say?
For that matter, this discussion (and poll) is probably inappropriate
for this group. A better forum, IMHO, is in the digital group. But
then again, let's not get too dogmatic about these things...
