Yes they can, and always do. As a former radio
dealer, I remember when we actually had a radio in stock a few days before we
were allowed to sell them. Also, we had a price listed for the SGC SG-2020
months before they ever even built the first one, let alone received type
acceptance. On most amateur radio equipment, type acceptance is only a formality
anyway.
