How many hours did you spend resolving that issue?
?
Yaesu charges $90/hr to repair Amateur Radios, and component-level repairs for a radio may not be cost-effective. They have to balance effort, cost, and time - with limited repair techs (they have been hiring techs for a while now), they may not be inclined to invest a few hours to identify a failed transistor when they could possibly repair a couple radios for other customers in the same time period.
?
If I remember correctly, Yaesu diagnoses the problem for free, providing the owner with an estimate of cost. Short of investing an hour or two to diagnosing the issue, then putting it aside awaiting your approval doesn't make sense (for Yaesu). If you refuse the repair, they have to eat the time invested in diagnosing the problem.

I sent Yaesu an FT-8800 that was given to me in a state that wouldn't power-up. They quoted me $395 for new main board, and when I declined, they returned the radio for free. An EE friend took the radio on as a project, he invested a couple hours before declaring it dead.
