No longer needed, I figured out I’m not as good at soldering as I thought I was. I had a solder short under a connector which was sending the wrong clock signal to the PLL board thus not allowing it to unlock. For future reference. On the PLL board, the BU4094BCF sources current as the outputs and the FQ7925 PLL chip on the pins labeled HF, 6m, vhf, uhf it draws current.?
