In my case, the sleeve goes inside the bag. Its height is close to the drum height, so even if the empty bag lifts it cannot move up much because the sleeve hit the lid/cover.

Mac and I have discussed this before. I believe he started with two plastic and lightweight drums. Then cut off the ends of the drums. What¡¯s left is a plastic cylinder sleeve. Put the sleeve on

Use your parallel fences¡ that¡¯s an operation that they excel at. Pencil mark your two square sides so you don¡¯t cut them, and then set the fence to cut the angle on the other two sides.
