Someone came over to my building with a multimeter. Ironically it or the leads ended up being kind of flaky (sometimes even touching them together wasn't showing things)..
but we DID notice that you can hear a rattle with one of the fuses..
so at LEAST there is a busted fuse. Even though I can apparently get a bazillion at Amazon overnight, I will probably go to the O'Reilly vaguely near my house and get a new fuse to put it in..
since at LEAST it needs that.
If that DOESN'T fix it, the guy will come back with an OBD reader (I think I have one somewhere too, should find it) and we can maybe get a useful code.
(in some of the vaguely seemingly related online threads I found, I did see people mentioning codes indicating way more specific things than the generic brake malfunction message.)
