I'm unsure of what further help I can offer; PSUD seems to give the right numbers against LTSpice, so based on the information you have provided, the supply should give 60mA at 323 Volts or so.? All I can suggest is checking each component in turn to check
for failure as part of the fault finding routine.

Start at the beginning, test the transformer off load then with a light bulb attached - check the AC voltages in both cases. Check that the rectifiers are giving a reading in one direction on an ohmmeter, but not in the other. Check the capacitors with
an ohm meter for shorts (sometimes the dielectric can puncture).
