That's not the case here - radios based on the RDA1846(S) chips have a feature that uses a CTCSS tone to signal end of transmission, so compatible radios can mute the receiver and avoid the squelch

You're running into one of numerous, and somewhat unpredictable, timing issues with the Baofeng radio. They are not suitable for packet radio, find a used "brand name" radio and use that instead. I

If you do a little research you find the Baofeng is not a good radio for packet, you can probably find a older/used radio with the packet connector which will serve you much better. -- John D. Hays
