Next try running
?? ~ $ sudo raspi-config
Can you see the full menu system that way?
If so, scroll down to?
?? #2 Display Options
then scroll down to D5 VNC resolution
?? Then pick a resolution that you like - I'd try 1920x1080 and rescale on the viewer side.

If so, try restarting the VNCserver with resolution settings like:

You don't say which viewer you are using?
?? I've used TightVNC viewer and RealVNC viewer with good luck.

It is very hard to tell the actual resolution from a screen shot - since you can manipulate that very easily.

However, to answer your question - YES!
You can set the VNC resolution in your Raspberry Pi to a resolution even if there is no actual display connected.
With the newer versions of Raspberry Pi OS, you do it from them menu with
???? > Preferences >Raspberry Pi Configuration
????????? in the Display tab set the Headless Resolution value
For older version search on "Headless screen resolution" and you will get detailed instructions.
