David,

1) You are mixing up Mic-E and compressed position.
In mic-e the destination field is used to convey part of the position data and looks like random letters. In compressed position reports the position is base91 compressed and put into the ax25 info field and the destination field is cleartext.

Here is an example of MicE format:

N0CALL-9>TX4PY9,WIDE1-1,WIDE2-1:`}S nS9>/]"5v}

and this is compressed format
F4FXL-9>APX219,WIDE1-1,WIDE2-1:=/5kJZPK!A>a8G

3) WIDE1-1 should be reserved for mobile/low power operation to take advatages of fill-in digipeaters which would only digipeat WIDE1-1 to help the mobile reach digipeaters located on better locations.

A fixed station using WIDE1-1 will cloak the frequency as it will trigger all the fill-in digipeater around where it does not need to. A fixed station shall use WIDE2-1 when only one hop is wanted.
