That looks like a pretty standard packet beacon. Note that it's not in the APRS position beacon format. You'll see those on non-APRS packet frequencies as well to announce the station is there.?
The direwolf log message about attempts to decode APRS packet format can be turned off with the -qd argument to direwolf.
