The Windows command processor seems to be truncating the device path at the & character.
Try quoting the device path like this:
cm108? "\\?\hid#vid_0d8c&pid_013a&mi_03#7&3177e20b&0&0000#{4d1e55b2-f16f-11cf-88cb-001111000030}"
