but what ive gathered its kind of a result of a poll of the decode
and you want the yeas/nays to sort of equal the bigger number on the left
so if you see 60 31/27 ?thats pretty good ?but 60 15/35 ?thats not so good
i hope im wrong ?buts its a fun explanation
