Go into the C drive, click on users and then one of the folders should have
a folder called desktop.

So my fix was to create a folder in the desktop folder called "D-RATS
Shared"
It should be under the C drive under users, name of your folder, followed
by Desktop, then go into that folder and create

What folder? I had the same issue yesterday.
I was running 0.3.10beta10, but I had to delete the entire folder and the hidden user data/ configuration. Then I loaded 0.3.9 and it works again.
