This is the D-Rats 64 version 3.9 I pulled from the Dstarinfo website.

I added a couple reflector shown on the web and I get 10061 as shown by the Jpg.

Good news D-Rats is in good hands and developers are working to make it like the old days and probably better, IMO.

My recommendation, browse thi?group and maybe start with 0.3.9. beta 10. Again the main D-Rats ratflector (the one installed by default is GONE). Search for ratflectors?and you will find new ones.?
