I have had no success using tnc / packet direct with ratfelctor.
However if you set up your PC and TNC with IP over ax25, you can run d-rats on top.
I have a raspberry pi set up with a tnc connected in kiss mode and the radio interface has an ip address (44.131.176.33)
another packet user has the same set up and e can ping over the air and telnet etc...
routing all set up.
now from the desktop install ratflector (mb6jp)
from the other packet station set up d-rats client point it to mb6jp on port 9000
works a charm. moving one step up the OSI layer.
My station (ratflector) is xylene.no-ip.biz on port 9000. from an ampr net ip its 44.131.176.33
You can get your 44.x ip address from http://portal.ampr.org?
If you want to set up a UDP tunnel to connect in to the UK / my ratflector please let me know.
