Most commercial NAT/Firewall routers for home use are locked down and you can not add software to them. You must use their GUIs.

So where were you trying to use "Port Forward Network Utilities Software" Such software would have to be run on the NAT Router.

My current ISP only provides a NAT router for access, so for me to make a public Ratflector, I have to first setup port forwarding to my own NAT Router, and then setup forwarding my own NAT router to the ratflector, a double forwarding.

The only cases where you can add custom network utilities to a NAT Router that I am familiar with is home made NAT Routers, usually running some type of Linux. I do see some vendors selling routers with open source Nat software on them, but that is not the mass market.

So in order for someone to help you, they need to know what models of NAT Routers you are using and the software installed on them.

And how you have assigned the addresses on your internal network.
Default is DHCP for a range, Advanced users use static IP or DHCP addresses locked to a MAC address.
