I don't have any reason to believe I have a cable problem, as I can read/write the radio using the ICOM s/w.??
I'm going to use RT System to write just a few channels back to the radio and see if that clears the problem.

Check your usb to rs233 adapter drivers. Some if those, especially ones from Amazon and ebay come from China and require a driver from the company that produced them. Windows will recognize them as an adapter dongle but load a default driver that does not work with the chip set in the dongle. Just a thought from past personel experience. I've checked my radio settings as per this thread, the radio via the computer will not key up.
If I use DRATS with my ICOM 92AD, works fine, of course, I had to use the special Icom cable with usb-rs-232 adaptor, so I know everything on the computer side is good.
Is there such a thing as setting the radio back to factory defaults, as I don't know what settings the owner did.
I've got a full head of hair right now, but it isn't going to last long as I keep pulling it out, I've spent lots of hours on this thing.? The only thing I didn't do is look at the RS-232 voltages going into and from the radio.
