This is a long time after you asked, but your question was a good one and we played with this for a few of our weekly training sessions. We used the snazzy forms for American Red Cross that were ported over from WinLink (somebody spent A LOT of time making those forms for WinLink...they are real nice) and filled them out in FLDigi. We can send them to other FM users via FLDigi (VHF in our case because that's what our emcomm here uses). We did find we can also send them as a file using D-Rats. The files are pretty small. The files can go to an emcomm station who has internet and he can attach them to regular email. This worked pretty well....the file stayed intact and the form was viewable in a web browser. We have not tried AX25 integration....yet. First, few seem to have a TNC anymore (I do, but that's me). Second, most analog guys seem to have a Signalink or something they can do FLDigi with. So FLDigi over FM kind of replaces AX25. The benefit of using AX25 is that you can directly exchange data with D-Rats D-Star data via the ratflector. I have tried this at home, but as a club we have not. My AX25 setup is just a home radio and has a more limited radius than our repeaters. At some point we'll try it.?
In a serious grid-down scenario we could certainly attach the FLDigi fom file (they are like 2K or 3K...very small) to a WinLink HF message and email it to anyone. Reliance on WinLink HF in a real emergency makes me uneasy. I've seen it in action. It's a traffic jam.?
