Bob,

To receive 7.000-7.030, I used VXO crystal of 15.500 MHz (this is the one used with 8.192 MHz IF to cover 7.280-7.300 MHz), and the IF crystals are 8.4672 MHz.

The resistor on the jumper is the current limiting resistor for the amber LED. It can be 1~3.3k ohm.
