Your power on command is correct (including the checksum).
Try creating a very basic program with just a TCP/IP_Client & set up for your GC IP & port.
Then copy/paste your command in debugger and see what you get.

The GC does not do anything funky as Jason stated, it simply sends commands byte for byte. There are no settings in the GC that I'm aware of that would change the formatting.
I find this a bit odd: "but when it transmits it both sends and receives as the same but with \x22\x0D appended to the hex code" as it would imply the program is appending the double quote/CR.
