You misunderstood.
TVPv1 REQUIRES manual creation of channel lineup files.
TVPv2 downloads channel lineups from the internet following search for ZIP code & selection of provider.
In instances where a provider isn't available from the data provider (Tivo/Rovi), TVPv2 lineups can be manually created (in VTProE systems; not supported in CH).
