Yes you can select what resolution you want to use on the Roku and if the Internet is too slow to support the resolution, the Roku will automatically down grade to a lower resolution so you don't lose your stream and will automatically increase the resolution when the Internet speeds up.

The issue I have with Dolby Vision with older systems is the AppleTV says it will check your system and will automatically switch back to non - Dolby Vision if it cannot do it.? The issue is it doesn't automatically switch back.

Yes the Roku supports 4K/HDR.? However, I found that Netflixs sometimes said you are streaming 4K HDR however if you it your info button on the TV remote, it is actually streaming 1080p HDR instead.?? I didn't even think you could do 1080P HDR before I saw this.? No issues with Amazon Prime playing 4K.

The Roku supports Dolby Atmos however I am not sure if Netflix and Prime supports it.
