I like GIMP, but if you are used to Photoshop, it can be a significant adjustment. If that's the case, you may want to look at , which skins GIMP to behave more like Photoshop.

Ashamed to say Gimp because it can be such a pain in the ass but for image resize and basic logo stuff it does the job.
