I'm pretty sure that CF *does *support 9-slice scaling. You can define a
border width, which is used all around to define the 9 slices.

They don't support "proper" scaling like 9-slice or vector graphics, only
stretching. When CF first came about, they even resisted doing stretching,
because graphics get messed up. It took a bit of begging for folks to get
that.
