Make certain that when the pedal is released there is a tiny bit of play in that rod. For the master to work properly it must be able to fully release, uncovering the ports inside. I do not know the

As far as I know, there is no separate proportioning valve on the 4 drum brake C-Car¡¯s. I would say your problem most likely is in the master cylinder. This should be an easy replacement as that
