No, LinBPQ.exe is a windows version of linBPQ ie a single program with chat and mail built in and no GUI.

I recommend partnering with either one of these two so that personal
messages addressed to you can be forwarded to the BBS's below and not reach
a dead end. They can handle bulletins also.
