- Because it was how the author originated it.
- Because it was how the sender originally sent the bulletin.
- Some BBS operators may not want @ARL bulletins.
Those that do may ask their BPQ-BBS neighbors to add
ARL to their (AT or Hierarchical Routes (Flood Bulls))
forwarding entry.
(Note: The copy I found was 100% forwarded by BPQ-BBS.)
- Folks in Argentina and/or Portugal may not read en-US.
