Unless you create a symlink com4 has no meaning on Linux. On Linux use DEVICE=/dev/ttyUSB3. This is similar to what you have in the config for the SCS? port.

I just added a new Kantronics KAM XL to the modem/interface set I have already run with LinBPQ. The KAM is wired as a forth one device, /dev/ttyUSB3 (COM4). But BPQ fails to initialize it:

Interestingly, the KAM opens without any problem in a terminal (minicom) with the same port settings:
