If inbound traffic is forwarded to a station, especially an automated station, we must have confidence that that traffic will be handled by either delivering or forwarding it. This requires a trust relationship, and is in part why such "rules" exist. Outbound traffic is another matter, but I think you are looking for inbound traffic.

Yes, there are rules to follow in the DTN. Refer to the ARRL Public Service Communications Manual, Appendix B, Methods and Practices Guidelines, Ch. 6, the ARRL NTS Manual, RRI's Traffic Operations Manual, and the various DTN Area web pages for your network Area, .?
