You send all the nodes in your Nodes list that have a quality equal
to or above the MINQUAL parameter on the PORT config.
The nodes that get into you nodes table from other station's
broadcasts are controlled by the MINQUAL parameter in the main
section of your config.
Nodes broadcasts are sent as UI frames so don't have a TTL.

If you set QUALITY on a KISS port config, and don't set
NODESINTERVAL to zero you will send NODES broadcasts. But I
think you are saying that you are not receiving NODES
messages. You don't have to do anything to enable reception,
so I is likely the other end isn't sending them. I'm afraid
I don't know anything about uronode.
