You said "Windows 7" but the config is for Linux. Swap the /dev/ttyACM0 for COM4 or whatever your port is.

I only ever run a PK232 with Windows but did find it preferred
9600 bauds? as it use to miss commands at 19200 bauds and loss
itself.
I suggest you double check it is in Kiss, watch for the double
flash on power up and try slower speed.
