The way they work is, the wheel wipers collect the current from the wheels in the trucks from one rail on one end of the car and the other rail on the other end of the car. The wipers then bear against the truck screws which are screwed into the supports inside the car and the two rails for the bulb are also screwed into the supports

The rails then supply current to the bulb, one bearing against the outer conductor and the other against the inner or middle conductor.

The most important thing, other than all parts being there, is to completely clean every part, including the wheels. After all these years dirt and oxidation/corrosion are the biggest detriments to them lighting up. Make sure the wheels on one truck have the insulators on one side and the wheels on the other truck have the insulators on the opposite side.
