(Zafiri and Haran)
"Gone, but not forgotten," Haran affirmed,
raising his glass.? "Prost."
"Ovacii," Zafiri said in the language
of the Torquan, and raised her glass to join the others.
Being from the culture they were from, the
meal was lavish.? Americana meal, and America-sized
proportions.? It's likely that the ham was made from vat-grown
pork, and the smoking was done via an industrial process that
took less than an hour, the green beans were from a vertical
farm, and the mashed potatoes came from a box (behold the
wonders of modern food tech), but it didn't matter.? Where it
had been a struggling town on the edge in post-Collapse
America, Troy was a land of wonder and plenty to the eyes of
people from this world.
The big question on the minds of the town
leadership (and Zafiri had been privy to):? Could they keep it
up?
"My daughter has told me what she could, of
how this place came to be," Haran said.? "I am concerned that
it is separated from its original home.? Troy is alone in this
place.? What does the future hold, I wonder?"
"I know some of the plans, having been to many
of their meetings," Zafiri commented.? "Mayor Reeves is going
to call a Town Hall Meeting, and he's going to hold it at the
Memorial Stadium.? He wants the entire town involved."
"What does he hope to do?" he wondered.
"That is where I'm a little lost," the
Torquani confessed.? "He is of the opinion that a mayor and
town council are inadequate to the task handed to them, and he
wishes to elect an emergency committee.? This committee will
be the de facto government.? That part I understand.
"Beyond that, I don't know. It gets
complicated.? He spoke of wanting the committee to draft
something called a Constitution, which would be ratified at
another meeting called a Constitutional Convention.? After
that, they'd follow this Constitution's rules on approving new
leadership.? At least I think that's what he wants to do.
"Am I getting this right?? And it gets
approved by people voting on it?? It sounds incredible."
¡°Good enough,¡± Jan agreed. ¡°As good as any I suppose, as far as governments go.? Our population is tiny compared to the colonies.? Um...the original population when the formation of that framework was used before. Interesting they¡¯d be moving so quickly in that regard. Such a move may be intended as a defensive measure. A militia is fine in a small setting. From what you have explained to us a sophisticated military may be needed. A strong government's first order of business is to name it¡¯s representatives to each branch of service. Someone will have to be named supreme General of a new military complex. He would report directly to the um...a continental congress. Likely this General would report to a commission of senators who would write policy and present it before the entire Congress.? Such measures work well in peace time.¡±
Jan sighed, ¡°The complex government of our past collapsed under numerous obstacles.? Perhaps the worst problem was our declining population. There were so many issues at that time it¡¯s difficult to lay blame on any single thing. Long story short our Constitutional government didn¡¯t last very long. In another age it might have lasted for a millenia.¡±
She turned to Zafiri, ¡°You have been in meetings spelling out the positions of the major players in this world. I bet it shook them up. We are a tiny population. A large army could easily wipe us out regardless of our advanced weaponry.? The question is whether these opposing forces have the balls to try.? That¡¯s assuming they find out about us and decide we are a prize to take.¡±
